Onshore Landfall Site Manager Location: Happisburgh NR12 - South Denes Road, Great Yarmouth Duration: 01/04/2026 to 30/04/2027 Project: Norfolk Vanguard West and East OWF Type: Freelance, outside IR35 Role description: The Onshore HDD Landfall Site Manager will support the Offshore Site Manager (OSM) in the management of the site establishment and works co-ordination for the Onshore PC Zone 3 Site, at Happisburgh NR12, for the completion of HDD and the subsequent installation, jointing and testing of 2x 320kV offshore cables plus associated. Experience of the management of offshore wind farm construction, including an appreciation of the Principal Contractor duties under the CDM (2015) Regulations is required. The scope of works will be carried out at the Principal Contractor construction coordination base in Norfolk, and the Onshore PC Zone 3 Site, at Happisburgh NR12. Flexible working hours will be essential given the 24-hour offshore construction process, and it is expected that the Onshore HDD Landfall Site Manager will work with either a 10 on 4 off shift rotation or Monday to Friday with sufficient provisions for travel - yet to be defined. The Onshore HDD Landfall Site Manager will have the day-to-day responsibility for the coordination and management of works within the PC Zone 3 Site and related to the landfall installation of the offshore export cables. Reporting activity to line management and the wider project will be daily and weekly. There will be a requirement to attend and where relevant chair daily and weekly meetings attended by the GSM, OSM, Marine Coordinators, Permit Coordinators and all Contractors. Job Summary The HSE (Health, Safety & Environment) Manager is responsible for leading and managing all HSE activities on a pharmaceutical manufacturing site. The role ensures full compliance with Irish legislation and global pharma standards while promoting a strong safety culture and minimizing operational risks. Key Responsibilities 1. HSE Strategy & Compliance<ul><li>Develop, implement, and maintain HSE policies and procedures.</li><li>Ensure compliance with Irish regulations (HSA, EPA) and international standards (ISO 45001, ISO 14001, GMP).</li><li>Act as the main contact for regulatory authorities and external auditors.</li></ul>2. Risk Management<ul><li>Conduct risk assessments, hazard analysis, and safety audits.</li><li>Implement corrective and preventive actions to mitigate risks.</li><li>Monitor workplace conditions to ensure safe operations.</li></ul>3. Site Safety Leadership<ul><li>Promote a strong safety culture across all departments.</li><li>Lead HSE initiatives, campaigns, and continuous improvement programs.</li><li>Provide leadership and guidance to HSE teams and site personnel.</li></ul>4. Incident & Emergency Management<ul><li>Lead investigations of incidents, accidents, and near misses.</li><li>Develop and manage emergency response plans and drills.</li><li>Ensure proper reporting and documentation of all HSE incidents.</li></ul>5. Training & Awareness<ul><li>Deliver HSE training programs (inductions, toolbox talks, SOPs).</li><li>Ensure all employees understand safety procedures and compliance requirements.</li><li>Maintain training records and competency matrices.</li></ul>6. Environmental Management<ul><li>Monitor environmental impact, waste management, and emissions.</li><li>Ensure compliance with environmental permits and sustainability goals.</li><li>Manage hazardous materials and chemical safety (SDS, labeling, storage).</li></ul>7. Reporting & Documentation<ul><li>Prepare HSE reports, KPIs, and audit documentation.</li><li>Maintain accurate records for inspections and regulatory compliance.</li><li>Track performance metrics and drive continuous improvement.</li></ul>Requirements Education & Qualifications<ul><li>Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field</li><li>NEBOSH / IOSH certification (essential)</li><li>Knowledge of GMP and pharmaceutical regulations</li></ul>Experience<ul><li>5 years HSE experience, preferably in pharmaceutical or life sciences industry</li><li>Experience in managing HSE systems in manufacturing environments</li></ul>Skills<ul><li>Strong knowledge of Irish HSE legislation</li><li>Excellent leadership and communication skills</li><li>Risk assessment and incident investigation expertise</li><li>Strong analytical and problem-solving abilities</li></ul>
