Job Summary The HSE (Health, Safety & Environment) Manager is responsible for leading and managing all HSE activities on a pharmaceutical manufacturing site. The role ensures full compliance with Irish legislation and global pharma standards while promoting a strong safety culture and minimizing operational risks.
Key Responsibilities 1. HSE Strategy & Compliance
  • Develop, implement, and maintain HSE policies and procedures.
  • Ensure compliance with Irish regulations (HSA, EPA) and international standards (ISO 45001, ISO 14001, GMP).
  • Act as the main contact for regulatory authorities and external auditors.
2. Risk Management
  • Conduct risk assessments, hazard analysis, and safety audits.
  • Implement corrective and preventive actions to mitigate risks.
  • Monitor workplace conditions to ensure safe operations.
3. Site Safety Leadership
  • Promote a strong safety culture across all departments.
  • Lead HSE initiatives, campaigns, and continuous improvement programs.
  • Provide leadership and guidance to HSE teams and site personnel.
4. Incident & Emergency Management
  • Lead investigations of incidents, accidents, and near misses.
  • Develop and manage emergency response plans and drills.
  • Ensure proper reporting and documentation of all HSE incidents.
5. Training & Awareness
  • Deliver HSE training programs (inductions, toolbox talks, SOPs).
  • Ensure all employees understand safety procedures and compliance requirements.
  • Maintain training records and competency matrices.
6. Environmental Management
  • Monitor environmental impact, waste management, and emissions.
  • Ensure compliance with environmental permits and sustainability goals.
  • Manage hazardous materials and chemical safety (SDS, labeling, storage).
7. Reporting & Documentation
  • Prepare HSE reports, KPIs, and audit documentation.
  • Maintain accurate records for inspections and regulatory compliance.
  • Track performance metrics and drive continuous improvement.
Requirements Education & Qualifications
  • Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
  • NEBOSH / IOSH certification (essential)
  • Knowledge of GMP and pharmaceutical regulations
Experience
  • 5 years HSE experience, preferably in pharmaceutical or life sciences industry
  • Experience in managing HSE systems in manufacturing environments
Skills
  • Strong knowledge of Irish HSE legislation
  • Excellent leadership and communication skills
  • Risk assessment and incident investigation expertise
  • Strong analytical and problem-solving abilities
