Client Representative – HDD Cable Projects

1. Role Purpose

The Client Representative acts as the on-site delegated authority for the client, ensuring HDD cable installation activities are executed safely, to specification, on schedule, and in compliance with contractual, environmental, and regulatory requirements. The role involves oversight, assurance, and coordination—not hands on operation.
 

1. Core Technical Competencies

2.1 Horizontal Directional Drilling (HDD) Knowledge

• Understanding of HDD principles: pilot hole drilling, steering, reaming, pullback.
• Knowledge of bore path design, allowable bend radii for cables/ducts, and geotechnical factors.
• Familiarity with HDD equipment, drilling fluids, recycling systems, pullback rigs, tracking systems.
• Ability to review and validate method statements, execution plans, and risk assessments.
• Understanding of drilling fluid properties, returns monitoring, inadvertent fluid release (IFR/frac-out) risk, and mitigation.
• Awareness of HDD-specific failure modes (lost circulation, frac-outs, stuck pipe, over-pull, tooling failure).

2.2 Cable Installation Competence

• Base level knowledge of cable pull calculations, tensile limits, sidewall pressure limits.
• Familiarity with duct installation, conduit integrity checks, swabbing, mandrel testing, and proofing.
• Interface management between HDD works and electrical cable installation teams.

2.3 Geotechnical & Survey Understanding

• Ability to interpret geotechnical reports, soil logs, ground conditions, rock strength.
• Understanding of survey data, as-built requirements, bore tracking systems (e.g., Walkover, Gyro, Wireline).

2.4 Construction & Quality Assurance

• Knowledge of typical HDD QA/QC deliverables:

o             Pre- and post-reaming logs
o             Drilling fluid logs
o             Pullback records
o             Alignment reports and as-builts

• Familiarity with relevant standards, i.e:

o             UKSTT (United Kingdom Society for Trenchless Technology) Guidance
o             EN 16228 Seriesv
o             DCA (Drill Contractors Association) Technical Guidelines
o             API RP 13 (drilling fluids)
o             ASTM F1962 (conduit installation)
o             Industry HDD best practice guides (e.g., NASTT, UKOOG where relevant)
 

1. HSE Competencies

3.1 Safety Leadership

• Strong understanding of client HSE expectations and ability to enforce site safety culture.
• Competence in permit-to-work, site inductions, toolbox talks, and Safe Job Analysis (SJA).
• Hazard recognition specific to HDD:

o             High pull operations
o             Drilling fluid management
o             Pipe handling and rig-up/rig-down risks
o             Confined space and pressure systems
3.2 Environmental Management

• Knowledge of environmental controls:

o             Drilling fluid containment
o             Spill response procedures
o             Waste management
o             Watercourse/shoreline protection (if applicable)

• Competence in managing Inadvertent Fluid Release (IFR) incidents.

3.3 Regulatory Compliance

• Awareness of national and local regulatory requirements related to:

o             Land access
o             Permits for drilling works
o             Environmental compliance
o             Cable transmission/utility guidelines
 

1. Project & Contract Management Competencies

4.1 Contractor Oversight

• Ability to monitor contractor performance against:

o             Method statements
o             Risk assessments
o             Daily progress plans
o             Quality documentation

• Ability to identify deviations and escalate/stop work when required.

4.2 Progress Monitoring & Reporting

• Daily reporting on:

o             Meterage drilled
o             Drilling parameters
o             Issues, risks, incidents
o             Equipment downtime

• Schedule awareness and ability to track critical path activities.

 

1. Stakeholder & Communication Competencies

5.1 Communication Skills

• Clear communication between client, contractor, landowners, environmental regulators, and cable installation teams.
• Ability to translate technical issues for non-technical audiences.

5.2 Conflict Resolution & Issue Management

• Skilled at managing disagreements between contractor crews and client expectations.
• Ability to calmly and effectively enforce requirements without escalating unnecessarily.

1. Minimum Qualifications & Experience

7.1 Education/Certification

• Engineering, construction, telecommunications, or relevant technical background.
• Recommended certifications:

o             IOSH/NEBOSH or equivalent HSE certification.
o             NASTT HDD Good Practices or industry-recognised HDD training.
o             Confined space, lifting operations, first aid (depending on environment).
7.2 Experience

• Typically 3–5 years experience in:

o             HDD operations OR
o             Trenchless construction oversight OR
o             Cable installation projects

• At least 1–2 successful HDD cable projects completed in a supervisory/representative role.
