Client Representative – HDD Cable Projects

- Role Purpose
- Core Technical Competencies
- Understanding of HDD principles: pilot hole drilling, steering, reaming, pullback.
- Knowledge of bore path design, allowable bend radii for cables/ducts, and geotechnical factors.
- Familiarity with HDD equipment, drilling fluids, recycling systems, pullback rigs, tracking systems.
- Ability to review and validate method statements, execution plans, and risk assessments.
- Understanding of drilling fluid properties, returns monitoring, inadvertent fluid release (IFR/frac-out) risk, and mitigation.
- Awareness of HDD-specific failure modes (lost circulation, frac-outs, stuck pipe, over-pull, tooling failure).
- Base level knowledge of cable pull calculations, tensile limits, sidewall pressure limits.
- Familiarity with duct installation, conduit integrity checks, swabbing, mandrel testing, and proofing.
- Interface management between HDD works and electrical cable installation teams.
- Ability to interpret geotechnical reports, soil logs, ground conditions, rock strength.
- Understanding of survey data, as-built requirements, bore tracking systems (e.g., Walkover, Gyro, Wireline).
- Knowledge of typical HDD QA/QC deliverables:
o Drilling fluid logs
o Pullback records
o Alignment reports and as-builts
- Familiarity with relevant standards, i.e:
o EN 16228 Seriesv
o DCA (Drill Contractors Association) Technical Guidelines
o API RP 13 (drilling fluids)
o ASTM F1962 (conduit installation)
o Industry HDD best practice guides (e.g., NASTT, UKOOG where relevant)
- HSE Competencies
- Strong understanding of client HSE expectations and ability to enforce site safety culture.
- Competence in permit-to-work, site inductions, toolbox talks, and Safe Job Analysis (SJA).
- Hazard recognition specific to HDD:
o Drilling fluid management
o Pipe handling and rig-up/rig-down risks
o Confined space and pressure systems
3.2 Environmental Management
- Knowledge of environmental controls:
o Spill response procedures
o Waste management
o Watercourse/shoreline protection (if applicable)
- Competence in managing Inadvertent Fluid Release (IFR) incidents.
- Awareness of national and local regulatory requirements related to:
o Permits for drilling works

- Clear communication between client, contractor, landowners, environmental regulators, and cable installation teams.

7.2 Experience
- Typically 3–5 years experience in:
o Trenchless construction oversight OR
o Cable installation projects
- At least 1–2 successful HDD cable projects completed in a supervisory/representative role.
