2.1 Main responsibilities:
• Project HSE Management role providing support to the Offshore Project team as allocated
• Lead for HSE matters to support the project team through development and construction phases
• Lead a team of Project HSE professionals on an offshore wind project as project programme progresses
• Act as the HSE professional responsible for providing independent, expert, and professional advice and guidance to the offshore project relating to specialist HSE topics to the project team on all construction health, safety and environmental issues, actively participate in and promoting a high standard of health, safety, and environmental awareness and culture
• To develop and produce detailed policies and procedures for all corporate Health and
• Providing analysis on HSE matters relating to the capital project delivery
• Undertake research analysis and benchmarking for HS issues in the project
delivery communicating findings and recommendations within clear, coherent and
concise reports.
• Review and approve contractor’s construction phase plans prior to construction commencement.

• Support project managers and managers to ensure construction projects are established and welfare provisions are compliant with all current regulations and standards prior to works commencing
• Specialist advice on risk management related to construction HSE risk management, including Hazard Studies, safe by design, design risk management processes and specialist topics related to construction HSE.
• Working closely with the Development HSE Advisors and reporting to the Team Lead N-3 for Offshore HSE for Development and Construction
• Liaising with Procurement on HSE topics related to allocated offshore operations projects.
• Produce, review and update project HSE related documentation required by the allocated offshore projects and site information as designated
• Proactively support and advise site HSE teams and project management teams in meeting their HSE responsibilities relating to the execution of projects on site.
• Ensuring that there is specialist HSE support for various offshore activities in line with the programme through liaison with the relevant Development HSE Advisors and relevant Team Lead N-3 for Offshore HSE for Development and Construction
• Lead for cultural engagement with project teams and contractors to eliminate and reduce risks, develop HSE culture on site and adherence to HSE standards and rules
• Conducting in-house training sessions on HSE awareness as required
• Tracking incident metrics and applying findings to the project and communicating to the Global Offshore HSE Function
• Cooperate with line management, and where applicable JV board members, to develop and implement measures and solutions to address HSE challenges.
• Planning, steering and follow-up of HSE activities at operational level in coordination with the global HSE management.
• Attend meetings, site visits and technology reviews with sub-contractors & clients in relation to offshore operations as required by projects and as directed
2.2 Individual responsibilities:
• Build strong working relationships (both internally and externally);
• Ensure that all HSE team professionals are aware and trained to ensure compliance
• Maintain a professional understanding and awareness of all current legislation, best practice, and statutory requirements, and keep abreast of all new and forthcoming changes, ensuring full team and business readiness in advance
• Support offshore operations teams with specialist HSE support relating to offshore wind projects
• Leading on HSE culture within the projects to ensure there is visible HSE leadership and commitment from within the teams, to develop and promote an excellent HSE culture.
• Ensure the incident notification process is well established as part of the project set up and incidents are reported in line with project and client requirements.
• Ensure that incidents investigated in line and legal reporting requirements and provide advice to the Offshore project teams on health and safety and environmental legislative requirements, and solutions for compliance.

• Drive implementation of a sound incident (incl. near-miss and observations) reporting culture. Monitor and submit incident statistics and relevant KPIs. Conduct trend analysis on incidents and discuss lessons learnt with relevant stakeholders.
• Drive implementation of a contractor engagement and contract management standard to ensure high HSE standards when contractors conduct work.
• Ensure a consistent and compliant approach to inspections through coaching, mentoring and training
• Carry out or arrange workplace/site H&S audits and monitor implementation of any remedial actions
• Support the completion of Pre-qualification process for contractor organisations allocated to the Central European Offshore Origination and Development projects
• Identify and implement relevant project HSE initiatives and audit programme
• Ensuring HSE data is collated and reported to JV Board and individual shareholders and Contribute towards JV Board governance reporting on HSE where applicable
• Ensure that appropriate Hazard Studies are organised, attended and findings assessed for the specialist projects as required.
• Ensure that design related information is collated and shared with operational sites so that asset information is updated post project
• Support external HSE discussions through engagement with industry bodies as required.
3. Communication profile
• Establish effective communication with employees, business partners, line management, HSE Offshore team and other relevant teams across functions and technologies in order to establish collaboration and continuously improve the HSE awareness and culture.
• Establish effective communication with contractors, manufacturers and elements of the supply chain.
• Establish effective communication between project stakeholders internal and external
• HSE Support for the project team in planning, preparation, execution and delivery of specialist projects
• Collaboration with other parties relevant to HSE and offshore, where applicable.
• Develop and maintain adequate communication with external stakeholders and relevant authorities.

4. Qualification & Competence
4.1 Required qualifications & competencies:
• Degree in Health and Safety related discipline, engineering / safety engineering or similar.
• Qualification in a relevant environmental management discipline such as IEMA or Dégrée in Environmental Management,
• Hold a relevant audit qualification such as OHSAS 18001/ISO 45001/ISO 14001 internal auditor, along with an Incident root cause analysis qualification.
• They should also be a member of a relevant industry professional body (i.e. IOSH, IIRSM, CIEH, BOHS)
• GWO certification and ability to work offshore.
• Several years’ experience as a Construction HSE professional, preferably in Offshore Wind, energy or oil and gas sectors.
• Be able to demonstrate a flexible, practical and proactive approach to managing construction project HSE challenges.
• Experience in developing, implementing and maintaining project HSE Management System.
• Self-initiative, reliable, systematic and proactive with a customer orientated approach.
• Mobile, able to work under pressure, team-oriented.
• Good written and spoken English, further foreign languages are an advantage.
• Good health, with general all round fitness to work in an offshore environment is a requirement for the rile
• Full driving licence is essential
• Mobility – global travel and for extended periods offshore
• Experience of managing a team of Health and Safety professionals, over 5 years desirable
• Experienced in supporting behavioural and cultural change programmes
• Strong communicator, at all levels
