Project Overview
This client is seeking an experienced Senior Offshore Project Manager to lead the planning, preparation, execution, and close-out of an HVAC Condenser Replacement Project on an operational Offshore Substation (OSS).

Detailed Project Overview/ Deliverables
Key Activities and Responsibilities
1. Project Management
The contractor will provide overall project leadership and accountability for the successful execution of the HVAC Condenser Replacement Project, including:

• Developing and maintaining the overall project execution strategy and delivery plan.
• Defining project objectives, scope, deliverables, milestones, and success criteria.
• Establishing project governance structures, reporting frameworks, and decision-making processes.
• Managing project schedules and coordinating interfaces across engineering, procurement, marine operations, offshore execution, and commissioning activities.
• Leading project meetings, reviews, workshops, and progress reporting sessions.
• Identifying and managing project risks, assumptions, issues, and dependencies throughout the project lifecycle.
• Ensuring compliance with client procedures, offshore operational requirements, and applicable industry standards.
• Driving project performance against safety, quality, schedule, and cost targets.

2. Offshore Campaign Management
The contractor will be responsible for planning and managing all offshore activities associated with the condenser replacement campaign, including:

• Developing detailed offshore execution and campaign plans.
• Coordinating vessel, crane, lifting, transport, and personnel logistics required for offshore works.
• Managing outage planning and integration with OSS operations to minimize generation impacts.
• Reviewing and approving offshore work packs, lifting plans, method statements, and risk assessments.
• Coordinating readiness reviews and ensuring all prerequisites for offshore execution are completed.
• Monitoring offshore progress and addressing operational challenges, technical issues, and emerging risks.
• Ensuring safe execution of offshore activities in accordance with applicable health, safety, and environmental requirements.
• Managing interfaces between offshore installation contractors, marine coordination teams, site operations personnel, and client representatives.

3. Contract and Commercial Management
The contractor will oversee the commercial and contractual aspects of the project, including:

• Managing contractor and supplier performance throughout project delivery.
• Administering contracts in accordance with contractual obligations and company procedures.
• Reviewing contractual deliverables, milestones, payment applications, and change requests.
• Leading commercial discussions with contractors and service providers.
• Assessing and managing claims, variations, compensation events, and contractual disputes where required.
• Ensuring contractor compliance with contractual requirements, KPIs, and performance expectations.
• Supporting procurement and supply chain activities related to project execution.

4. Budget Management and Project Controls
The contractor will ensure effective financial management and robust project controls, including:

• Developing and managing project budgets, forecasts, and expenditure profiles.
• Monitoring project costs against approved budgets and reporting variances.
• Implementing cost control measures and identifying opportunities for efficiency improvements.
• Managing project contingencies and financial risks.
• Preparing and presenting regular financial and performance reports to project sponsors and leadership teams.
• Maintaining project schedules and tracking progress against key milestones.
• Supporting earned value management, forecasting, and overall project performance monitoring.
• Ensuring accurate project documentation and reporting within established governance frameworks.

5. Client Representative Duties
Acting as a client representative, the contractor will:

• Provide visible project leadership across all phases of delivery.
• Monitor contractor performance to ensure compliance with technical, quality, safety, and contractual requirements.
• Attend factory acceptance tests (FATs), readiness reviews, and key project meetings as required.
• Review and approve key project deliverables and documentation.
• Facilitate decision-making and escalation management when issues arise.
• Ensure client interests are protected throughout project execution.
• Coordinate internal approvals and support governance review processes.

6. Stakeholder Management
The contractor will serve as the primary point of coordination among internal and external stakeholders, including:

• Offshore Operations and Maintenance teams.
• Engineering and technical specialists.
• Health, Safety, Environment, and Quality (HSEQ) teams.
• Procurement and commercial departments.
• Marine logistics and vessel operators.
• Installation and commissioning contractors.
• Equipment manufacturers and suppliers.
• Asset management and senior leadership teams.

Responsibilities will include:

• Establishing effective communication channels across stakeholder groups.
• Managing project interfaces and resolving conflicts or competing priorities.
• Delivering transparent status reporting and executive updates.
• Facilitating workshops, progress reviews, and risk management sessions.
• Building collaborative relationships to support safe and efficient project delivery.

7. Health, Safety, Quality and Environmental (HSQE) Leadership
Given the nature of offshore work in an operational asset environment, the contractor will play a significant role in promoting a strong HSQE culture by:

• Ensuring safety remains the highest project priority.
• Supporting project-specific HSE plans and safe systems of work.
• Reviewing risk assessments, method statements, and mitigation measures.
• Monitoring contractor compliance with offshore safety requirements.
• Leading investigations and corrective action management where required.
• Promoting continuous improvement and lessons learned throughout project execution.
• Ensuring environmental considerations are adequately addressed during planning and execution.

8. Project Close-Out
Upon completion of the condenser replacement campaign, the contractor will lead project close-out activities including:

• Verifying completion of all contractual and technical deliverables.
• Managing commissioning completion and handover to operations teams.
• Ensuring all project documentation, certifications, and records are complete and archived.
• Closing out outstanding technical, commercial, and contractual matters.
• Conducting lessons learned workshops and capturing improvement opportunities.
• Preparing final project reports, cost summaries, and performance assessments.
• Supporting warranty management and post-installation monitoring activities as required.

Expected Outcome

• The Offshore Project Manager will be accountable for delivering the HVAC Condenser Replacement Project safely, on schedule, within budget, and to the required quality standards, while ensuring minimal disruption to offshore operations and maintaining effective coordination among all stakeholders involved in the project.
• This role requires a strong combination of offshore project delivery expertise, technical understanding, commercial acumen, stakeholder management capability, and leadership experience within the offshore wind or energy sector

Language Requirement

• English is a must
• German is a preference

• Minimum 10 years offshore energy project management experience
• Offshore wind project management experience
• Experience on operational Offshore Substations (OSS)
• Offshore campaign management experience
• Client Representative experience offshore
• Contract and commercial management expertise
• Project budgeting, forecasting and cost control
• SOV coordination and offshore logistics experience
• Offshore lifting operations experience
• Strong HSE leadership
• Fluent German and English
• Valid offshore medical certificate
• Valid GWO + GWO Enhanced First Aid certification Preferred Qualifications
• HVAC systems experience
• HVAC replacement projects on operational offshore assets
• Experience with offshore owner/operators such as the client
• Knowledge of German offshore regulations
• PMP, PRINCE2 or IPMA certification
